On 18 January 2011, the PDP Councilman Maipú, Carlos Jara filed in the Comptroller General of the Republic, a complaint and clarification on the AFR system (repayable financial contributions), ie the system that allows private investments made water and sewer to repay that investment later SMAP. The Councilman Carlos Jara complaint relates to the fact that some council members have repeatedly asked the mayor to officiate the Comptroller requesting a ruling on the responsibilities supportive of the council and whether it requires the consent or approval of H. City Council to approve the AFR and the resulting indebtedness of SMAP.
